Here are the instructions regarding 4-way stops, copied and pasted directly from the Colorado Driver's Manual.  Note the order it says to go regarding whose "turn" it is when at a 4-way stop. Those people who are the ones you refer to in your statement "People seem to think you are supposed to go one-at-a-time in the order you got to the intersection", are correct in what they think.  Rather than building more roundabouts, perhaps we need a refresher course for "people who don't know the rules of the road and/or don't follow them."

"4-WAY STOP: You must yield the right-of-way to the vehicle that reached the intersection first. When more than one vehicle reaches the intersection at the same time the vehicle on the left must yield the right-of-way and allow
the vehicle on the right to go first."</description>
