Yes, the city council knows beyond doubt that the local people are much too stupid to do anything right.

After all, they keep electing morons to the city council, never once have the votes in the city stood up and said "stop spending so much money on feel good, do-nothing projects, and act like responsible stewards of our money."

Never have the voters stood up and said "stop the letting of construction projects that take years beyond what a normal company could do the job in, and allowing worse conditions after the construction period is over."

So, yup, so far they are pretty much right on the money...</description>
