I am happy the City Council saw through the clouds and wishes of every local government employee and nixed a ballot issue on the needed downtown development.
As financing seems to be the problem why not let DDA buy the land and lease it back to the city for $1 a year. That gets the money out of the land back to the city and passes the revenue limits test. Also, if the city cut employees by the same percentage as the incoming tax revenue, that money could be used to start construction now on about a $50 million (not a $98 million project).
Of course, if Ritter would turn loose of Roan money and oil lease funds intended for counties impacted by the energy boom, then grab a few federal slush fund monies we would have all the money needed for the project. Does anyone in government ever consider cutting expenses to gain needed funds for more pressing projects?
